Hong Kong is a city of China. However, in tourism field, the flight between Hong Kong and mainland is still international flight.
When we are operating a tour for clients, we will include all domestic flights and flight to the next city in our quotation. Please keep in mind that Hong Kong is a little special. So, usually, if you visit China from Hong Kong, the arrival flight is not in our quotation. If you need us to book it for you, certainly, it is our pleasure.
