In a resolution unanimously adopted by the borough council, the council is calling on Bucks County and the Pennsylvania Department of Environmental Protection to consider the danger this proposed hazardous waste treatment facility poses to residents of this borough and the surrounding areas. Israeli-based Elcon Recycling Services, Inc., is applying to the state Department of Environmental Protection for permits to build and operate a 70,000 square foot hazardous liquid waste recycling center on 32 acres at the Keystone Industrial Port Complex, the site which once housed the U.S. Steel Fairless Works. The $30-million facility would recycle industrial solid liquid waste from area pharmaceutical and chemical plants, as well as waste from the petrochemical and semiconductor industries. Currently these plants ship waste to facilities in Ohio, Michigan, Texas and Arkansas for treatment and disposal, with trucks passing through the area, mostly along I-95. According to Elcon, between 150,000 to 175,000 tons of hazardous waste would be processed each year at the facility using thermal oxidation which heats liquids to a gaseous state, leaving behind mineral salts, heavy metals and sludge.
